Capt. Voisin Resigns
Officer of the 74th Regiment Notifies Col. Fox of His Withdrawal.

Capt. Joseph Argus Voisin of Co. C. 74th Regiment of the Natinal Guard, has resigned his commission. Capt. Voisin sent his resignation to Capt. George C. Fox, commander of the organization, a few days ago, but the fact was not made public until this morning. Capt. Voisin is an attache of the City Bank, and he found that he could not give up the necessary time to his National Guard duties. He was a very popular officer with members of his company, and there is universal regret among them over the resignation.

Capt. Voisin entered the 74th in the early 90's, was made second lieutenant of Co. C in 1893, first lieutenant of the same company in January, 1895, and was elected captain about a year ago.

In all probability Capt. Fred Smith, formerly of Co. H of the 74th Regiment, and who served as a captain in the 202d Regiment from the time it was organized until it was mustered out of the service, will succeed Capt. Voisin. The men of the company got together a few nights ago and took an informal vote on the question of electing Capt. Smith to the command of the company. It is said that nearly 95 per cent. of the men favored his election. Capt. Smith, it is understood, has agreed to accept, providing he can secure the permission of the officials of the international Traction Company. He holds a responsible position with that company.

Capt. Smith joined Co. H in 1891, was made first sergeant in 1892 and was elected first lieutenant in June, 1893. He was made captain of the company in 1897, resigning to accept a captaincy in the 202d Regiment. He is a good organizer.
